Rules are created as drafts and must be promoted to affect live ACH transactions, following the same versioning model as other rules.

User Impact
This change is additive only. Existing ACH rules created via API remain unchanged and continue to function normally. The Dashboard interface provides an alternative management method for teams that prefer a visual workflow over API calls.
